Abstract and Keywords

UN Security Council Resolution 1325 calls for women to be direct, key players in national reconstruction after conflicts. It is an important instrument for putting women’s views and priorities at the center of peace-building efforts. While many postconflict countries have the highest percentage of women in national legislatures, these are aberrations in countries that have not demonstrated commensurate gender indicators in major areas. Without positive action to enhance women’s parliamentary representation, sufficient numbers of women to effectively promote women’s rights and gender equality cannot be ensured. This chapter focuses on Timor Leste, Bougainville, and Solomon Islands, examining how women’s active participation has been crucial to ensuring their representation in decision making. Also needed are international support, mechanisms to promote women’s rights, and capacity building of women in parliament. Otherwise women will not have an effective voice in the rebuilding of their countries and will be unable to redress gender-based discrimination.
