This chapter discusses the organizational structure of Russian R&D, initial level of science, and high technology before the transition to a market system and the main problems and factors influencing the development of science in Russia, including the role of the Russian Academy of Sciences, after the transition. It also evaluates the effectiveness of Russian science and examines the characteristics, main problems, priorities, and indicators of the high-tech sector and national innovation system. Finally, we discuss key conditions for enhancing innovation activity and main directions of the Russian scientific, technological, and innovation (STI) policy.
