The powers of prime ministers across countries can be compared by exploring the institutional frameworks within which they must work: the modes of election and dismissal, the workings of the executive, the demands of parliament, the parliament, the media, and the international summitry. While events and personality may determine particular responses, the variations across countries throw light on the particular problems within any one of those countries.
