Abstract and Keywords

Like other employees, law enforcement personnel have the right to engage in collective bargaining over their pay and conditions. Few occupations are more completely unionized in Western countries than law enforcement, and police have effectively resorted to strikes to improve their position in collective bargaining. In New Zealand, a system that combines negotiation, mediation, and arbitration (the med+arb model) has been in place since 1990 for determining police pay and conditions. This chapter describes New Zealand's med+arb model, focusing on its strengths and limitations. It first discusses various approaches used in collective bargaining, including dispute resolution, conventional arbitration, and final offer arbitration. It also outlines the New Zealand police negotiation model and looks at the report called Police Negotiations Framework.
