Abstract and Keywords

This article, which clarifies the concept of new government and considers empirical claims that new governance is displacing the role of the state across a broad array of policies and societies, explains various conceptualizations of new governance and discusses evidence which puts the empirical claims of transformation to the test. It offers recommendations about the kinds of empirical research that will move the discussion of governance onto firmer conceptual and empirical foundations.
