Abstract and Keywords

The main topic of this article is ‘smart policy’. This is a term used by reform entrepreneurs supporting the instrumental-technical perspective on New Public Management (NPM) to describe its supposed improvement of effectiveness and efficiency. This article discusses whether ‘smart policy’ is a defendable position or not, and addresses several questions. It also tries to determine if and how NPM-related reforms have contributed to more efficiency and effectiveness in the public sector.
