Abstract and Keywords

This article tries to reframe problematic policies, first by exploring the different types of situations that threaten instrumental means. The two most familiar situations are examined first: the ambiguity of ends and the conflict of values. The article then extends the list and considers other less popular dynamics, which reveals that the problematic ends are not free standing but are interdependent and mutually reinforcing. The article ends with a survey of the many ways of socially coping with these problematic ends. An extended discussion of ‘secondary reframing’ is also included in the article.
