This article takes a look at the arrival of state legislatures and governors as policy innovators and powerbrokers in Mexico. It begins with the history of federalism, and then discusses the state government of Mexico under a one-party rule and in a multiparty democracy. The chapter also studies the state governments during a democratic transition.
