It defines “the Local” as the local-level actors and institutions that mostly served as bit players in the drama that unfolded in recent Mexican political drama. It narrates the story of the return of the Local and examines three areas of Mexico's economic and political development patterns. The article also discusses the highly unrelated local development experiences of the last three decades and their links to Mexico's uneven political landscape.
