Abstract and Keywords

This article examines how much urban policy matters, and the effects of urban policy on outcomes related to the well-being of residents of the local government that generates the policy. It describes what city governments do and how that differs across Western nations. The article investigates why policies produced by urban governments might matter in terms of outcomes and reviews the literature on the effect of institutional choice on outcomes.
