Abstract and Keywords
This article discusses the institutional local government reforms, particularly those inspired by the New Public Management (NPM), in an internationally comparative perspective. It discusses the functional and territorial structure of local governments, and analyses how local governments have evolved in response to NPM reforms and other pressures. The article identifies three dimensions of institutional change, including leadership, internal reorganization, and external reorganization, and analyzes how local governments have altered their external operations to respond to a market orientation.
