Abstract and Keywords

This article begins with an overview of federalism and intergovernmental relations, focusing on the legal structures for federalism and how these structures play out in the environmental field. Subsequent sections highlight the evolving nature of intergovernmental relationships within environmental programs, including discussions of federal-state working relationships, differences in state capacity and willingness to engage in environmental protection, advocacy by state and local governments, and state and local government innovation. A final section offers some conclusions about environmental federalism.
