Abstract and Keywords

This chapter focuses on the United Nations Transition Mission in Haiti (UNTMIH), a peacekeeping operation launched by the UN Security Council in August 1997 to support and contribute to the professionalization of the Haitian National Police (HNP). Deployed after the reinstatement of Jean-Bertrand Aristide, the first democratically elected president of Haiti, UNTMIH was tasked with providing technical assistance to the HNP while also promoting the concept of community policing. UNTMIH coexisted with the International Civilian Mission in Haiti (MICIVIH), a joint operation of the United Nations and the Organization of American States first created in 1993 to monitor and promote human rights and support institution-building in the country. This chapter outlines the achievements and limitations of the UNTMIH, as well as the lessons that can be learned from its experience.
