Abstract and Keywords

This chapter focuses on the United Nations Mission for the Referendum in Western Sahara (MINURSO), a peacekeeping mission set up by the UN Security Council in April 1991 to implement the Settlement Plan leading to a referendum on self-determination for Western Sahara. After providing an overview of the conflict over Western Sahara and the main elements of the Settlement Plan, the chapter considers MINURSO’s military and civilian police components as well as its confidence-building measures in Western Sahara. It then outlines MINURSO’s mandate and evaluates its operational achievements and limitations, as well as the lessons that can be learned from its experience.
