Abstract and Keywords

This chapter focuses on the United Nations Support Mission in Haiti (UNSMIH), a peacekeeping mission created by the UN Security Council in June 1996 to support democracy and peace-building in Haiti. After providing an overview of the conflict in Haiti, the chapter describes UNSMIH’s mandate, which includes assisting the government of Haiti in the professionalization of the Haitian National Police based on the recognition that a fully functioning police force is integral to the consolidation of democracy, the revitalization of the justice system, and the strengthening of human rights protection. It also discusses UNSMIH’s successes and limitations.
