Abstract and Keywords
This article discusses the theories of the political dynamics that underlie welfare state development in light of the sharp reversals that have recently occurred. It also presents the argument that the big theories dominating the interpretation of the welfare state lead people to expect gradualism and continuity. This leads to the presumption that these theories are not equal to the task of explaining ruptures with past practices.
