Abstract and Keywords

This article discusses the impact of policy, starting with a review of a number of approaches that can be used in the study of policy impacts. It looks at the impact of tax-and-transfer systems on income inequality and poverty, as well as the impact of public transfers of different activities, such as labor market participation and informal care. These two areas experience unwanted effects from welfare state programs, thus they discourage people from working, and even crowd out informal care by relatives and friends. In order to clarify this issue, related evidence is presented in this article.
