Abstract and Keywords

This chapter introduces crucial security actors and governance constellations in areas of limited statehood (ALS). Advancing an understanding of security governance that acknowledges the diversity of security provision, the chapter brings together research that goes beyond primarily state-centric analyses of security in ALS. It shows that in areas where the state is only one actor among many, security governance is characterized by complex actor constellations with varying membership and relationships to the state. To make its point, the chapter introduces prominent conceptualizations of security and discusses their ability to ‘travel to’ the analysis of complex security governance constellations in ALS. The chapter then introduces core security actors and governance modes, before differentiating between internationalized forms of security governance, grass-roots security provision, and negotiated systems of state and non-state security governance. A final section presents a set of policy implications that follow from the analysis.
