Abstract and Keywords

This article analyzes the organizational trajectory of the National Action Party (PAN). It considers how PAN's history and the context of Mexico's change to democratic rule have joined to limit the party's ability to profit from the benefits of holding power. It explains PAN's ability to hold on to legislative and executive office. The article also examines PAN's challenge to keep power in modern Mexico.
