Abstract and Keywords

This article discusses Mexico's policymaking and municipalities. It shows that Mexican municipalities have become important units for policymaking, and are responsible for a number of important local services. It studies the different municipalities in Mexican history, and then looks at the periods of quick political change in the country. It then discusses policy innovation in municipalities and its limitations. Finally, the article identifies the future challenges of Mexican municipalities.
