Abstract and Keywords

In recognition of the challenges facing domestic school systems, and a history of “hastily conceived, poorly implemented innovations or programs” (Trachtman, 1981, p. 141), school psychologists have increasingly acknowledged the need for program planning and evaluation as a part of their role functioning. Program planning and evaluation is a discipline arising from the field of educational research, resulting from a commitment to improving education, a value of sound measurement and methodology, and the emphasis upon theory building and theory-based inquiry (D’Agostino, 2001). Organizational or systems consultation is a framework that may be used to assist school psychologists in designing, developing, and evaluating educational programs. In this chapter, the topics of program planning and evaluation are reviewed, including methods and techniques, potential difficulties, and assessing and interpreting results. Case studies of program planning and evaluation are provided to encourage reflection and application of the concepts presented in the chapter.
